    I want guest users (non-registered) to be able to view the chat rooms but not participate. I believe I have the user rights set correctly but the link for chat rooms is not showing on the dashboard for non-logged in users. Please let me know what I'm doing wrong.

    guests are not supported for technical reasons.

    Well, can't you bypass these "technical reasons"? Or at least make it possible for a link to the chat room to be visible for guests in the forum header and when they click on it to prompt out a message asking them to register if they want to access the chat room.
